My-Oh-MY! Well, first things first. If it must stay outside in full view, wash the filth off, work the paint over with a claybar, then wax it. That will make it appear presentable.
Buy a car cover to protect the paint from the sun and morning dew.
Next, get rid of the cinder block by fixing the parking brake.
Clean out the interior so it doesn't stink of mildew and that nasty, old car smell.
