Your best bet here would be to drill out whatever is left and then re-tap the holes in a bigger size (might as well go metric, easier to get studs then [:)]). There should be enough leeway to go a size bigger without having to enlarge the mounting holes.

Without going out and measuring my bumper mounting studs, I would say they are already metric. Only engine should be SAE. I have same problem of frozen/rusted bumber bolts/studs. Broke one off with air gun. I'm going to try Loctite Freeze and Release Spray, Aerokroil, Ship-2-Shore in that order when I get around to that chore. Will report. Right now busy rearrangeing garage of thirty years of accumulation to make more room and instal 220V sub panel for air compressor. Big Job.
