Hi Paul,
Any optinal lamps ie. front fog or driving lamps are not testable. The TR in your picture if those lamps came on with the headlamp dip beam and affected the beam pattern then you could fail it for incorrect or out of adjustment pattern. As far as rear fog lamps they are only required on vechs registered after 1st April 1980 and must be fitted at least to the O/S or center of the vech.
Hope this helps,as always glad to help.
Cheers John.

Steve - fg is a breeze to repair. Clean it really well, front and back. something small, such as screw holes, can be covered over with a couple layers of packing tape-on the front side. Scuff up the back side well, mix up some new resin, lay down some new cloth, and wet it down good with resin. next day, pull the tape.

It should be pretty smooth, so use a good spot filler to perfect it. Use a sander to smooth out any big lumps on the back, re-drill your proper holes again. I have load of cloth bits to cover over screw holes. If you need some, I can toss some in the mail - oh, you're in the UK, heck, I'd send them anyway!

You can get resin at NAPA or any auto/boat store, get as small a container as possible.

Mine is fibreglass, only prob with it is that someone who had the car before instead of unscrewing the spoiler to take itr off have just pulled it which as a result has pulled it right through the screws, but i have an idea how to sort, th other thing missing from it are the washers and screws to attach it on with, other than rimmers etc anywhere else sell these at a decent price? By the way Paul love youre 7 and the smart front Fogs, have debated when mine is finished weather to put a pair on did it take any fettling to put them on? my 7 has rear fog but daft as this may sound does the fog ligt switch that operates the rear fogs, operate the front ones to? many thanks for any help

There are commercially available spray fillers. However, there are lacquer-based fillers that go on smoothly. They usually come in a squeeze tube, is red, gray, or white, and uses a small red rubber pad to push it in tight. It hardens quickly, and is wet sanded- using a block to get it smooth.

I look for "claw glaze" on this side of the pond.

Hit the auto parts store and ask for filler to use to fill scratches after the part has been primed.
