I'm with Maxwell.

Bodykits and colour coded bumpers favour colour matched sills just like the 1980's.

I prefer black sills to go with original black bumpers. Except my bumpers aren't the true original black as a previous owner (at least 23 years ago) painted them with some very dark brown stuff.

Right from the outset the Harris Mann/Longbridge 'Bullet' mock-up had black sills. It also had the matt black rear light cluster panel. That concept was produced in 1970 or 71 so you can see it went into production with very few changes. It's all in the 'Bullet' DVD and wasn't exactly cheap for me to get the rights to use the images but I think it was worthwhile in the end (particularly to show the TR7 wearing 'MG Magna' badging and have Harris Mann explain why that was).

Remember this was a car of the 70's and at that time chrome was increasingly being replaced with matt black fixtures. Chrome has made a bit of a comeback lately but for the majority of cars from the TR7 era up until quite recently, matt black was in favour.
