The TR7's propensity to judder is due to the geometry, the brake discs are somewhat inboard of the steering axis hence any small amount of wobble is magnified through the steering, this is one of the main reasons most manufacturers moved to the fist type caliper (it allows the disc to be moved further out).

All you can really do is make sure the discs are perfect (I have a old stub axle I put between 2 centres on my lathe with the hub mounted on it I used to skim the discs) remove all play in the bearings, get the wheels balanced and stiffen up the bushes.
