If by clip on clutch arm you mean the clips that hold the clutch/brake pivot rod on the pedal box, I use a wrench see below (used on rear brake cylinders).

If by "stuck in neutral" you mean you can't shift into gear when the engine is running it means the clutch is not releasing. If physically not moving check under the car at rear of transmission where the pin goes in the "eye" to see if motion is being transfered.

One catch on the clip goes in the big hole and the other end of the clip catches on the end of the clutch arm.
