Unfortunately the pic isn't at a high enough resolution to get a good look, it looks a bit like a place bolt, which is a special type of bolt which is used on rotating assemblies such as flywheels and diff crown wheels ( I'll not try and explain how these work, it'd take pages) but there is no reason why you'd use one of those on something like a dash.
Could you take a better pic? preferably with something else in the pic to give an idea of size such as a pencil.
