Part riveted above windscreen

In the interior of my car, there is a long, metal strip riveted to the body, just above the windscreen. The forward edge of the headliner wraps around it and is held in place by a rubber piece that clamps down on it and the metal strip.

On my car, it looks like it is painted in body color overspray.

Is the only purpose of this part to attach the leading the edge of the headliner and, since I am removing the headliner from my car, is it safe to remove it?

yes, only function of this strip is to hold the U-rubber for the headlining. So if you are planning to leave out the headlining, you can safely remove this strip.

I actually want to keep the headliner. The roof panel is very noisy without it. However, the headliner is not compatible with a roll cage.

As I was removing bits from the car today, I got a better chance to look at the strip. The section of the body that it is attached to doesn't look particularly robust. I wonder if the strip is also providing additional stiffening in that area.

No i don`t think so, the strip is rivited to the front bar. If they intent to provide stiffnes with this strip they would have welded it in place, or made the front bar stronger. It is safe to remove.
