Front Shock Locking Cup

Ok I'm new to the forum but it seems like the place to get the right answer to this problem.
I'm putting new KYB shocks on the front of a late 76 (5 speed) and the locking cap which should hold the shock from turning when you tighten down the nut is not locking and is allowing the shock to turn as I tighten the nut.
Is it common to change these lock cups when you change shocks?
