Vented fuel cap

Just trying to fit the new washers to my fuel cap.
It didnt appear to be venting properly which was the cause of my fuel starvation problem.
I have dismantled the cap but im not sure how it vents ???
In the piece below the piece with the tongues on there looks to be two valves which look very similar but inserted in opposite directions. I can only assume they work in either direction ?
Im also guessing the at least one is blocked hence my vacuum problem?
Just wondering if i should just remove both?
