Spare wires - aaaaaaaagh!

I've got a dilema - while trying to figure out how to rewire the dashboard of my 1976 (R plate) FHC, I have 2 wires coming out of the main loom but I cannot figure out what they are for.
The appear to be a matched pair, ie, live and earth for "something". One is black and orange, and the other is black and green. The HBOL wiring diagram identifies those colour wires as full throttle cut-off and choke cut-off (or air-con, something like that).
I have no component in that area that looks like it needs 2 wires, all other wires and components appear to be sorted. Does anybody have any ideas what these wires are for, or should the feed through the bulkhead, or what! Any help would be greatly appreciated, as always.
