I don't remember where it was (mid late 1980's). My family had a grocery store in Laramie, and a group from the UW was helping get the Chugwater Chili Spice going, so we carried in the store from the very beggining. We knew of the cookoff because we were carrying the spice in our store.

We have family in Torrington too (and Lingle and Scottsbluff), so I know that area pretty well.
